Employment in the government is not the same with employment in the private sector. In the private sector, the hiring process and all other aspects of employment are within the management’s prerogative. However, in terms of terminating of an employee the law says it should be for a just or authorized cause.
In the government service, employees are not at the mercy of the government. Once an employee has opted and entered the government, said employee is now bound by the Civil Service Law. Can the employee be terminated at the will of his or her superior? Generally, he or she cannot. When can an employee say that he or she is protected by the term “security of tenure”?
