December 17 to 23 of every year is declared as the Socio-Economic Planning and Development Week, by virtue of Proclamation No. 666, series of 1990.
December 23 of every year is likewise declared under the proclamation as National Economic and Development Authority (NEDA) Day.
Proclamation No. 666, series of 1990 acknowledges the country’s commitment to socio-economic planning and development in the Philippines since the enactment of Commonwealth Act No. 2 on December 23, 1935 which created the National Economic Council, the forerunner agency of the National Economic and Development Authority.
To reaffirm this commitment, Proclamation No. 666, series of 1990 declares December 17 to December 23 of every year as Socio-Economic Planning and Development Week, and December 23 as NEDA Day. The proclamation provides:
“NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from December 17 to 23 of every year as Socio-Economic Planning and Development Week under the auspices of National Economic and Development Authority (NEDA) and the Regional Development Councils; and December 23 of every year as NEDA Day.”
The Philippine Green Jobs Act of 2016 (Republic Act No. 10771) recognizes and affirms labor as one of the primary social economic forces in promoting sustainable development.
Towards this end, the law declares that necessary skills and training programs shall be identified to ensure sustainable development throughout the country. The law says:
“The State shall identify needed skills, develop training programs, and train and certify workers for jobs in a range of industries that produce goods and render services for the benefit of the environment, conserve natural resources for the future generation, and ensure the sustainable development of the country and its transition into a green economy. In recognition of the participation of individuals and business enterprises in jobs creation, the State shall provide incentives therefor.” (Section 1, R.A. No. 10771)
The Philippine Green Jobs Act of 2016 defines sustainable development as the development that meets the needs of the present generation without compromising the ability of the future generations to meet their own needs. (Section 4, par. g, R.A. No. 10771)
Further, under the Philippine Green Jobs Act of 2016, the Department of Tourism (DOT) shall outline sustainable tourism planning and integrated approach for the promotion of job-rich sustainable tourism industry (Section 6, par. l); while the Department of Public Works and Highways (DPWH) shall develop and implement programs that promote the importance of green building practices in safeguarding the environment and its role in sustainable economic development (Section 6, par. m).
