The month of September is declared as the Philippine Social Security Month by virtue of Proclamation No. 682, series of 2004.
It is in the national interest to stimulate public awareness on the matters and issues involving social security protection and to encourage every citizen, whether employees or the self-employed, to take personal responsibility in uplifting their economic and social conditions through their active membership in the SSS. (Proclamation No. 682, series of 2004)
Proclamation No. 682, s. 2004 provides that:
“The activities or programs initiated to mark the celebration of the milestones achieved by the SSS in realization of its mandate, to promote the importance of membership in the SSS, and to publicize the programs and benefits available to SSS members, and the role of SSS in national building, may be most effectively implemented in a one-month period dedicated for these activities.” (Proclamation No. 682, series of 2004)
Emphasizing the value of “Work, Save, Invest and Prosper”, the State intends to establish, develop, promote and perfect a sound and viable tax-exempt social security system suitable to the needs of the people throughout the Philippines.
The law says:
It is the policy of the State to establish, develop, promote and perfect a sound and viable tax-exempt social security system suitable to the needs of the people throughout the Philippines which shall promote social justice through savings, and ensure meaningful social security protection to members and their beneficiaries against the hazards of disability, sickness, maternity, old age, death, and other contingencies resulting in loss of income or financial burden. Towards this end. the State shall endeavor to extend social security protection to Filipino workers, local or overseas, and their beneficiaries. (Section 2, Social Security Act of 2018)
Both employees and self-employed workers are covered under the Social Security Act of 2018.
