AT A GLANCE:

In accordance with Republic Act No. 6741, August 19 of each year is declared as a special non-working public holiday in Quezon City and in the provinces of Quezon and Aurora to commemorate the birth anniversary of former president of the Philippines Manuel L. Quezon.


The law says:

In order to commemorate the birth anniversary of former President Manuel L. Quezon, August Nineteen of each year is hereby declared as a special working holiday throughout the entire Philippines with the exception of the Provinces of Quezon and Aurora and Quezon City where it shall be a non-working holiday.

Today, August 19, 2023 marks the 145th birth anniversary of the second president of the Philippines, and first president of the Commonwealth of the Philippines Manuel L. Quezon. Thus, it is considered as a special non-working public holiday in the areas of Quezon City, Quezon Province, and Aurora Province.

 Payment of Wages on Quezon Day

The Department of Labor and Employment framed a holiday pay rule whereby in every Special Non-Working Holiday an employee goes to work, he/she shall receive a premium or an additional pay of 30% on top of his salary on the first eight hours of work. However, if the employee did not go to work, the rule on “no work, no pay” will follow unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment even if the day is unworked.

Meanwhile, in cases of Special Working Holiday, there are no premiums or additional 30% for a day worked. Employees are entitled only to his/her basic pay. Remember that work performed on special working holidays is just the same as work performed on ordinary working days.
