  • The fifth day of October of every year is hereby declared as the “National Teachers’ Day”.
  • The State shall protect and promote the right of all citizens to quality education at all levels, and shall take appropriate steps to make such education accessible to all. (Section 1, Article XIV, 1987 Constitution)

  • As stated under the 1987 Constitution of the Philippines, the right to the professional advancement of teachers is to be enhanced.


 

The law says:

The State shall enhance the right of teachers to professional advancement. Non-teaching academic and non-academic personnel shall enjoy the protection of the State. (Section 5(4), Article XIV, 1987 Constitution)

 

Who are classified as teachers?

The law says:

Teacher refers to a person qualified to practice teaching under the law and engaged in the teaching of any subject, including technical-vocational (Tech-Voc), at the basic education level in all private or public basic education institutions. This may include teachers who may not actually be employed as such. (Section 3(k), Republic Act No. 11713)

 

As such, last 2016, the fifth day of October of every year is hereby declared as the “National Teachers’ Day”.

The law says:

To ensure a meaningful observance of this special working holiday, all heads of government agencies and instrumentalities, including government-owned and -controlled corporations especially those that are directly dealing with the teachers, including local government units, and employers in the private sector, shall encourage and afford sufficient time and opportunities for their employees to engage and participate in any activity conducted within the premises of their offices or establishments in celebration of the “National Teachers’ Day”. (Section 1, Republic Act No. 10743)

 

What is the role of the Department of Education?

The law says:

Pursuant to the observance of the National Teachers’ Day, the annual program of activities shall be prepared and implemented with the Department of Education as the lead agency. (Section 2, Republic Act No. 10743)
