AT A GLANCE:

Annually, the Philippines observes “National Hemophilia Day” on the 17th day of April, pursuant to Proclamation No. 1478, series of 2008.


By virtue of the same proclamation, the month of April of every year since 2008 is declared as “National Hemophilia Awareness Month.”


 

What is Hemophilia?

The Philippine National Nutrition Council defines hemophilia as a “rare, genetic bleeding disorder wherein blood is unable to clot normally due to insufficient clotting factors, type of protein present in the blood necessary to control bleeding. Specifically, people with hemophilia lack clotting factor VIII (anti-hemophilic factor) or clotting factor IX (Christmas factor), affecting men but rarely the women.”

 

In 2008, it is estimated that there are at least 8,000 to 10,000 Filipinos with hemophilia all over the Philippines who are invariably suffering from genetic, mental, psychological and physical disabilities. Unfortunately, less than 10% of Filipinos identified with hemophilia have received adequate treatment.

 

Thus, Proclamation No. 1478, series of 2008 seeks to raise nationwide awareness of hemophilia in the country, which will help in educating Filipinos regarding the disorder.

The Proclamation provides:

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of April 2008 and every year thereafter as the “National Hemophilia Awareness Month” and April 17, 2008 and every year thereafter as the “National Hemophilia Day”.

 

With the Department of Health (DOH) as the lead government agency tasked with collaboration with the Hemophilia Association of the Philippines for Love and Service (HAPLOS) Foundation, Inc. and the Philippine Hemophilia Foundation, the Department of Labor and Employment (DOLE) is enjoined, inter alia, to extend its full support and cooperation in formulating policies regarding the observance.
