The month of February of every year is declared as National Dental Health Month. (Proclamation No. 559, series of 2004).
The dental profession plays a vital role in the maintenance of a healthy citizenry. To arouse dental health consciousness among the Filipino people, Proclamation No. 559, series of 2004 was issued. The proclamation is intended to reach out to more people especially in the countryside and make them more conscious about the value of good oral or dental health.
Proclamation No. 559, series of 2004 has amended Proclamation No. 235, series of 1951, which declared the period from February 3 to 9 of every year as the National Dental Health Week.
The law says:
“NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of February of every year as National Dental Health Month.
This supersedes Proclamation No. 236, series of 1951.” (Proclamation No. 559, series of 2004)
The 1987 Constitution protects the medical and dental health of Filipinos by promoting health consciousness among them.
The law says:
“Section 15. The State shall protect and promote the right to health of the people and instill health consciousness among them” (Section 15, Article II, 1987 Constitution)
The Constitution likewise seeks to be responsive to the country’s health needs and problems, and make health services available to all Filipinos at affordable costs.
The law says:
“Section 11. The State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable cost. There shall be priority for the needs of the under-privileged, sick, elderly, disabled, women, and children. The State shall endeavor to provide free medical care to paupers.
Section 12. The State shall establish and maintain an effective food and drug regulatory system and undertake appropriate health, manpower development, and research, responsive to the country’s health needs and problems.” (Section 11 and 12, Article XIII, 1987 Constitution)
