AT A GLANCE:

Proclamation No. 244, series of 1993 declares September of every year as the National Clean-up Month, and every 17th to the 23rd of each September as the World Clean and Green Week. During this month and week, clean-up and greening activities of the government, and of the Global YES Resolution, are observed and intensified.


 

Enshrined in the fundamental law of the Philippines is the policy that “[t]he State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.” (Sec. 16, Art. II, CONST.)

 

In September 3, 1993, and taking pains to preserve the rhythm and harmony of nature, then President Fidel V. Ramos signed Proclamation No. 244, series of 1993, declaring September of every year as the National Clean-up Month, and every 17th to the 23rd of each September as the World Clean and Green week. 

 

To wit, the law, or Proclamation No. 244, series of 1993, says:

 

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare September of every year and the 17th to the 23rd of each September, beginning this year, as the National Clean-Up Month and World Clean and Green Week respectively, pursuant to the clean-up and greening activities of the government, and of the Global YES Resolution.

 

Among the mandates under this Proclamation are the mandate to Mobilize massive voluntary action to support and complement the country’s clean-up and environmental greening activities; and to ensure that massive formal and non-formal education on garbage management, pollution control, and the training of trainors, teachers, and youth leaders, will be intensified during the month of September with the theme of Heroism and Earthsaving Agenda.
