AT A GLANCE:
The month of May is declared as the National Census Month by virtue of Proclamation No. 928, series of 2020.
In 2015, then-President Benigno S. Aquino III issued Proclamation No. 1031, declaring the month of August as the National Census Month.
Since then, in 2020, President Rodrigo Duterte issued Proclamation No. 928, series of 2020 declaring the month of May as the National Census Month.
The law says:
“NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing taws, do hereby declare the month of May 2020 as “National Census Month,” with 01 May 2020 as census reference date.
All government agencies and instrumentalities, including government-owned or -controlled corporations, government financial institutions and state colleges and universities, are hereby directed, and the LGUs, as well as the private sector, are enjoined to provide the necessary support and assistance to the PSA to ensure the effective implementation of this Proclamation.
All citizens and residents of the Philippines are enjoined to cooperate with the PSA and its census enumerators in the conduct of the census, by providing truthful and complete information in response to census questions, pursuant to law.
All administrators, authorities and residents in condominiums, exclusive villages, and other areas with special concerns, are enjoined to provide support in the census enumeration by granting access, among others, to deputized census enumerators.”
The census aims to provide government executives, policymakers and planners with population and housing data on which to base their social and economic development plans, policies and programs.
The Philippine Statistics Authority (PSA) is the highest policy-making body on statistical matters. It shall be primarily responsible for all national censuses and surveys, sectoral statistics, consolidation of selected administrative recording systems and compilation of the national accounts.
The data produced by the PSA shall be the official and controlling statistics of the government. (Section 5, R.A. No. 10625)
