The first week of March of every year is declared as Philippine Environmental Week as provided under Proclamation No. 975, series of 1972.
Our environmental laws are intended to maintain or create an environment conducive to a harmonious relationship between nature and the human race. Environmental laws protect both the nature and the general welfare of the population.
To address the threat and actual world-wide crisis of the human and natural environment, and to foster public consciousness and vigilance in maintaining the quality of the environment, Proclamation No. 975, series of 1972 was issued.
The law says:
“NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby declare the first week of March of every year as “ENVIRONMENTAL WEEK,” to be observed throughout the country to focus national attention on the need for environmental planning and the control of pollution, deforestation and other threats to a balanced ecology essential for human progress and survival.”
What are green jobs?
Under Republic Act No. 10771 or the Philippine Green Jobs Act of 2016, it is a declared policy of the State to identify needed skills, develop training programs, and train and certify workers for jobs in a range of industries that produce goods and render services for the benefit of the environment, conserve natural resources for the future generation, and ensure the sustainable development of the country and its transition into a green economy. In recognition of the participation of individuals and business enterprises in jobs creation, the State shall provide incentives therefor. (Section 2, R.A. No. 10771)
The law says:
“Green jobs refer to employment that contributes to preserving or restoring the quality of the environment, be it in the agriculture, industry or services sector. Specifically, but not exclusively, this includes jobs that help to protect ecosystems and biodiversity, reduce energy, materials and water consumption through high efficiency strategies, decarbonize the economy, and minimize or altogether avoid generation of all forms of waste and pollution. Green jobs are decent jobs that are productive, respect the rights of workers, deliver a fair income, provide security in the workplace and social protection for families, and promote social dialogue.” (Section 4 (c), R.A. No. 10771)
