The Electronic Tracking of Containerized Cargo (E-TRACC) System, tracks the movement of containerized cargoes and was recently expanded through Customs Memorandum Order (CMO) No. 09-2024. Despite criticisms from export groups, this order now covers both inland and sea transfers, outlines updated rules for registering cargoes (including those entering freeport zones as well as those for export) while providing real time and accurate information of containers.
The Electronic Tracking of Containerized Cargo (E-TRACC) System is a web-based system launched in the year 2020 that tracks the inland movement of containerized cargoes. At present, the Bureau of Customs (BoC) has expanded its coverage through Customs Memorandum Order (CMO) No. 09-2024. This CMO now covers both inland and sea transfers of containerized goods using the updated BoC’s E-TRACC System of which the export groups calls the E-TRACC redundant and an unnecessary expense as their logistics providers already track cargoes via GPS. However, CMO No. 09-2024 further details the rules for registering cargoes with E-TRACC and includes guidelines for containers entering freeport zones, special economic zones, and as well as those for export. The objective of this CMO is to supplement CMO No. 4-2020 as amended by CMO No. 15-2023 by integrating procedures for transit of containerized shipments via barge or other domestic vessels with regular inland transfer. Additionally, to generate real time and accurate information of containers.
