AT A GLANCE:
The period from November 10 to 16 of every year is declared as Deaf Awareness Week by virtue of Proclamation No. 829, series of 1991.
The State, through Proclamation No. 829, series of 1991, recognizes that the deaf community is a vital segment of the society which can be transformed into a significant force in the efforts for national development. Likewise, there is a need to focus public awareness on deafness, its prevention and rehabilitation.
The law says:
“NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare November 10 to 16 of every year as “Deafness Awareness Week” under the auspices of the Philippine Institute for the Deaf and Philippine School for the Deaf and other concerned organizations.” (Proclamation No. 829, series of 1991)
Republic Act No. 11650
Republic Act No. 11650 or the “Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education Act” declares as the policy of the State to protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all. It shall recognize, protect, and promote the rights of all learners with disabilities, including those belonging to ethnic, religious, or linguistic minorities or persons of indigenous origin, to education compulsory and accessible to them by ensuring that no learner with disability is deprived of the right of access to an inclusive, equitable, and quality education, and promote lifelong learning opportunities for them. (Section 2, R.A. No. 11650)
The State shall further recognize the right of learners with disabilities to the highest attainable standard of health and to facilities for the treatment of illness and rehabilitation of health, and ensure that no learner with disability is deprived of protection and the right of access to such health care and rehabilitation services. (Section 2, R.A. No. 11650)
R.A. No. 11650 establishes the Inclusive Learning Resource Center of Learners with Disabilities or the ILRC.
The law says:
“The ILRC refers to a physical or virtual center that provides support and related services to teaching and learning, using appropriate, accessible, disability, linguistically-culturally-, and gender-sensitive instructional learning materials, tools, devices, gadgets, and equipment to facilitate and enhance learning, and assessment tools and instruments, to evaluate developmental domains and specific areas of concern to determine appropriate services and placement decisions, with support and related services from medical, health, and allied professionals for care, rehabilitation, and development of learners with disabilities.” (Section 4, par. f, R.A. No. 11650)
The ILRC shall, among others, provide access to auxiliary aids and services such as the provision of instructional materials for learners with disabilities, more particularly digital or Filipino Sign Language (FSL) materials and qualified sign language interpreters for deaf learners. (Section 4, par. i and Section 7, par. m, R.A. No. 11650)
