Republic Act No. 11213 entitled “An Act Enhancing Revenue Administration and Collection by Granting an Amnesty on All Unpaid Internal Revenue Taxes Imposed by the National Government for Taxable Year 2017 and Prior Years with Respect to Estate Tax, Other Internal Revenue Taxes, and Tax on Delinquencies” otherwise known as the “Tax Amnesty Act” was enacted to protect and enhance revenue administration and collection and make the country’s tax more equitable.

The COVID-19 pandemic has greatly affected the livelihood of people. This is the time where the culture of “Bayanihan” by the Filipinos are being showcased as evidenced by the Bayanihan to Heal As One Act. As a response, Philippine government, private entities and private individuals have done and are doing their share.
Grace Period for Residential and Commercial Rents for MSMEs
In view of the passage of RA 11469 or otherwise known as “Bayanihan to Heal as One Act” which mandates for a minimum of thirty (30)-day grace period on residential rents falling due within the period of the Enhanced Community Quarantine, without incurring interests, penalties, fees and other charges, the Department of Trade and Industry (DTI), on 04 April 2020, issued Memorandum Circular No. 20-12, series of 2020 providing for the “Guidelines on the Concessions on Residential Rents and Commercial Rents of Micro, Small, and Medium Enterprises (MSMEs). ” The Memorandum Circular aims to provide Filipinos and businesses particularly MSMEs, economic relief during the COVID-19 public health emergency.
PAYMENT OF BILLS AND GOVERNMENT MANDATED CONTRIBUTIONS DURING COVID-19 PANDEMIC
The “Bayanihan to Heal As One Act” directs all banks, quasi-banks, financing companies, lending companies, and other financial institutions, public and private, including Government Service Insurance System (GSIS), Social Security System (SSS) and Pag-ibig Fund, to implement a minimum of a thirty (30)-day grace period of the payment of all loans, including but not limited to salary, personal housing, and motor vehicle loans as well as credit card payments, falling due within the Enhanced Community Quarantine (ECQ). The extended payment is without interests, penalties, fees, or other charges. The same applies to obligations of persons with multiple loans.
