AT A GLANCE:
On April 5, 2023, the Department of Health (DOH), Department of Labor and Employment (DOLE), and the Civil Service Commission (CSC), issued Joint Administrative Order (JAO) No. 2023-0001, entitled “National Policy Framework on the Promotion of Healthy Workplace.” JAO No. 2023-0001 aims to provide a framework for the “promotion, establishment, and strengthening of Healthy Workplaces”, and specifically aims to:
- Set directions and provide key strategies to guide the development and implementation of settings-based health promotion policies, plans, and programs for the Filipino workforce; and
- Identify the roles and responsibilities of key stakeholders in the promotion of healthy workplaces. (Objectives, JAO No. 2023-0001)
In 2018, Republic Act (RA) No. 11058, or “An Act Strengthening Compliance with Occupational Safety and Health Standards” was enacted to ensure a safe and healthful workplace for all working people, by affording them protection against hazardous work environments.
Pursuant to this policy, the Department of Health (DOH), Department of Labor and Employment (DOLE), and the Civil Service Commission (CSC), issued Joint Administrative Order (JAO) No. 2023-0001, entitled “National Policy Framework on the Promotion of Healthy Workplace.”
JAO No. 2023-0001 aims to provide a framework for the “promotion, establishment, and strengthening of Healthy Workplaces”, and specifically aims to:
- Set directions and provide key strategies to guide the development and implementation of settings-based health promotion policies, plans, and programs for the Filipino workforce; and
- Identify the roles and responsibilities of key stakeholders in the promotion of healthy workplaces.
The JAO covers the strategies, activities, systems, and procedures of the following:
- The DOH, DOLE, CSC, and their respective agencies and offices, as well as the counterpart Ministries in the the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM);
- Local Government Units (LGUs);and
- All other concerned entities from both private and public sectors such as industries, health care facilities, and others.
Some of the notable guidelines under the Healthy Workplace Framework include the provisions on Priority Areas for Health Promotion and Action Areas for Implementation.
According to the JAO, all health promotion interventions in the workplace shall focus on the following priority areas or risk factors:
- Diet and Physical Activity;
- Environmental Health;
- Immunization;
- Substance Use;
- Mental Health;
- Sexual and Reproductive Health; and
- Violence and Injury Prevention.
With the above priorities in mind, all health promotion in the workplace shall be guided by the following action areas:
- Developing Healthy Public Policies;
- Creating Supportive Environments;
- Developing Personal Skills;
- Strengthening Community Action; and
- Reorienting Health Services.
