AT A GLANCE:

Pursuant to Proclamation No. 255, series of 1967, the Second Week of October of every year is declared as the National Health Education Week.


The 1987 Constitution provides that:

“The State Shall protect and promote the right to health of the people and instill health consciousness among them.” (Section 15, Article II, 1987 Constitution)

Proclamation No. 255, s. 1967 recognized that an organized program of health education which involves both government and voluntary agencies will go a long way towards the promotion of health consciousness among the Filipino people.

The Proclamation noted that the lack of information and understanding regarding the basic facts about health and social hygiene is a deterring factor in the achievement of the goal of promoting maximum health for all people.

The law says:

“NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby declare the second week of October of every year as Health Education Week under the auspices of the Health Education Association of the Philippines, Inc. and all health agencies of the government.” (Proclamation No. 255, s. 1967) 

The Occupational Safety and Health Standards

Occupational Safety and Health Standards refer to the set of standards issued by the Secretary of Labor and Employment pursuant to Articles 168 and 171, Chapter 2, Title I, Book IV of the Labor Code and such other standards as may be issued pursuant to Republic Act No. 11058. (Section 3, par. i, R.A. No. 11058)

The objective of the Occupational Safety and Health Standards is to protect every working man against the dangers of injury, sickness or death through safe and healthful working conditions, thereby assuring the conservation of valuable manpower resources and the prevention of loss or damage to lives and properties, consistent with the national development goals and with the State’s commitment for the total development of every worker as a complete human being. (Rule 1001, Occupational Safety and Health Standards)

The State affirms labor as a primary social and economic force, and that a safe and healthy workforce is an integral aspect of nation-building. (Section 1, Republic Act No. 11058, or the Act Strengthening Compliance with Occupational Safety and Health Standards)

The Labor Code provides:

“The Secretary of Labor and Employment shall, by appropriate orders, set and enforce mandatory occupational safety and health standards to eliminate or reduce occupational safety and health hazards in all workplaces and institute new, and update existing, programs to ensure safe and healthful working conditions in all places of employment.” (Article 162, Labor Code)

The law says:

“The State shall ensure a safe and healthful workplace for all working people by affording them full protection against all hazards in their work environment. It shall ensure that the provisions of the Labor Code of the Philippines, all domestic laws and internationally-recognized standards on occupational safety and health are being fully enforced and complied with by the employers, and shall provide penalties for any violation thereof.” (Section1, Chapter 1, R.A. No. 11058)

Further, the law provides that:

“The State, in protecting the safety and health of the workers, shall promote strict but dynamic, inclusive and gender-sensitive measures in the formation and implementation of policies and programs related to occupational safety and health.” (Section1, Chapter 1, R.A. No. 11058)
