AT A GLANCE:

Housing and Land Use Regulatory Board (HLURB) is the regulatory body for housing and land development by virtue of E.O. No. 90 series of 1986. However, effective March 1, 2019, R.A. No. 11201 consolidates Housing and Urban Development Coordinating Council (HUDCC) and HLURB which is now known as the  Department of Human Settlements and Urban Development (DHSUD)


Government recognizes that shelter is a basic need for which low and middle income families, particularly in urbanized areas, require assistance. Government has approved a National Shelter Program which aims at providing increased levels of such assistance on a nation-wide basis.

 

There is a need to define the mandates of government agencies involved in housing and to better coordinate and monitor their activities. There is also a need to establish a system that will provide the funds required for long-term housing loans on continuous, self-sustaining basis. There is likewise a need to encourage private sector particpation in low-cost housing and finance.

 

Thus, by virtue of Executive Order No. 90, then President Corazon Aquino, mandated HLURB as follows:

 

c) Human Settlements Regulatory Commission – The Human Settlements Regulatory Commission, renamed as the Housing and Land Use Regulatory Board, shall be the sole regulatory body for housing and land development. It is charged with encouraging greater private sector participation in low-cost housing through liberalization of development standards, simplification of regulations and decentralization of approvals for permits and licenses.

 

It is noted however, that by virtue of the Republic Act No. 11201, Housing and Urban Development Coordinating Council (HUDCC) and Housing and Land Use Regulatory Board (HLURB) are consolidated and a new department is created called, Department of Human Settlements and Urban Development.
